In 1974, soon after graduating from law school and moving back to Arkansas, Clinton ran for Congress against incumbent John Paul Hammerschmidt, a Nixon supporter. Although he was a skillful campaigner, Clinton lost the election in a surprisingly close vote. Running in a heavily Republican district, Hammerschmidt received only 51.5 percent of the vote. In 1976 Clinton again set his sights on public office, this time winning a race for attorney general for the state of Arkansas, an office he held from 1977 to 1979. Clinton maintained a high profile, developing a reputation as a reformer and consumer advocate who fought against utility rate raises and crusaded for environmental protection.

Clinton was elected governor of Arkansas in 1978. At the age of 32, Clinton was the state's youngest-ever governor, the second youngest governor of any state since 31-year-old Harold E. Stassen was elected to govern Minnesota in 1938....
