Education
Carter attended elementary and high school in Plains, Georgia, graduating in 1941. He enrolled at Georgia Southwestern College, in Americus, Georgia, but left in 1942 after receiving a much desired appointment to the U.S. Naval Academy in Annapolis, Maryland. At Annapolis Carter excelled in electronics and naval tactics, graduating towards the top of his accelerated wartime class of 1946. He served in the navy from 1946 to 1953, working on the world's first nuclear-powered submarines.
