Domestic Issues
The Bush presidency began with widespread contentment with the status quo, which Bush was satisfied to maintain. While there was some controversy surrounding issues such as civil rights, the environment, and taxes, ill-feeling on these issues was largely overshadowed by dramatic world events and crises. As international affairs cooled off, however, Americans became increasingly dissatisfied with the state of the economy. What had seemed at one point to be a minor downturn was proving to be a serious recession.
The economy performed worse under Bush than under any president who had served since World War II. Economic growth stagnated, businesses failed, fewer jobs were created, and the national debt soared to a record high. Social programs expanded under Bush as the recession caused economic hardships for millions of Americans. Some programs grew because Bush proposed increases—as in the case of the Head Start...
