When Arthur left office in 1885, he left his successor, Grover Cleveland, a government that was running smoothly. Whatever his limitations, Arthur was a gifted administrator who brought organization and efficiency to the executive office. The public's concerns over Arthur's past in party politics had proven largely unfounded given his support of civil service reform. However, they still viewed Arthur with some suspicion, and his insistence on privacy made it difficult for the public to warm up to him. His reluctance to meet with the press left the media irritated and inclined to paint a less than flattering picture of Arthur as president.
