As the American Civil War (1861–65) drew to a close, there remained hard regional feelings. The economy slowed down when the war ended and the South was concerned about whether its agrarian economy could survive without slavery. The western regions of the country sought funding to build a transcontinental railroad linking the mountains and the far West to the markets of the Midwest and the eastern seaboard. However, Reconstruction was the central issue with which the young country was preoccupied during the Johnson administration.
