Colorado leads the United States in liberalizing its 100-year-old abortion law. A new law signed April 5 by Gov. John A. (Arthur) Love, 51, permits therapeutic abortions in cases where three physicians at hospitals accredited by the state health board agree unanimously that the pregnancy would result in the death or permanent injury of the woman's physical or mental health, the child is "likely" to be born with "grave physical deformity or mental retardation," the pregnancy has resulted from rape or incest and no more than 16 weeks of gestation have passed, the mother was under age 16 when she became pregnant as a result of statutory rape or incest. Roman Catholics represent 6 percent of the state's 2 million people and have led opposition to the bill, which has passed the State Senate 20 to 13 and the lower house 40 to 21 with support from the Colorado Council of Churches. The new law has no Colorado residency requirement, and physicians in the state begin receiving inquiries from women all over the country.
