Crime

Parliament authorizes construction of two penitentiaries where prisoners will be kept in solitary confinement, assigned to supervised jobs, and given religious instruction in an effort to reform them (see 1778). Enacted at the persuasion of reformer John Howard, the laws will not be effectively enforced (see 1782).
