Odysseus is telling Telemachus what to say to the suitors if they realize/discover that he has taken all their weapons out of the room and put them away in the store room. Telemachus is to say that he moved the weapons away from the fire because they have become black and tarnished from the heat of the fire. He can also say that Zeus told him to move them just in case a fights begins and they are drunk and do something foolish, which would ruin their nightly celebration. Telemachus is demonstrating loyalty to his father.
