As part of the democratization programme of the American occupation forces on the island of Okinawa, Colonel Wainwright Purdy III sends the good-natured Captain Fisby to the village of Tobiki, accompanied by the wily interpreter Sakini. Fisby is welcomed by the villagers, who, after centuries of being invaded, are well equipped to deal with awkward outsiders and make Fisby a present of a gifted and charming geisha Lotus Blossom. When Fisby tries to build a schoolhouse, the villagers request a teahouse, arguing that this is their democratic wish and so accords with the new American teachings.
