What does "it is error upon error, and clout upon clout, and our best virtue has for its occasion a superfluous and evitable wretchedness" mean

Does Thoreau mean that though we have good intentions at the end we don't be successful because we don't learn from our mistakes?

I could not understand what does "best virtue" mean and what does "has for its occasion" :(

Does the occasion mean "conclusion"? and Does the "best virtue" mean "good intention"?
