"Zaroff is distinguished by a "cultivated voice," fine clothes, the "singularly handsome" features of an aristocrat—and an obsession for hunting human beings."

Zaroff thinks of himself as royalty, as having established his own little kingdom, where he makes the rules.  He formerly was an officer in the Tzar's army, and underneath his fine clothes and cultured voice and palatial home, he is a savage.

His behavior as a hunter of humans makes him uncivilized.  He captures shipwrecked sailors and forces them to be hunted or killed by Ivan.
