As you know, one definition of irony is the use words to truly mean their exact opposite. That's what's going on here in Swift's use of the word modest. Although he says that his proposal is modest (meaning not anything terribly special or different) it really is very outrageous.
After all, what Swift is saying is that Irish people should start selling their children to be used as food. That is about as far from modest as you can...

The whole point of Jonathan Swift's "A Modest Proposal" is to satirize the British rule of Ireland.
Swift's proposal for the problems that British rule has (in his opinion) brought to Ireland is for the Irish to sell their children to be butchered and used as food for the rich of the kingdom.
This is, of course, a horrible and disgusting idea. But the brilliance of "A Modest Proposal" is in the very straight-forward and matter of fact way...

The purpose of all satire is to hold up for public inspection behaviors of which the writer disapproves. These can be seriously bad behaviors (Juvenalian satire) or ones that are just foolish (Horatian satire). When these behaviors are exposed to public scrutiny, the author hopes, those who engage in them will be pressured to mend their ways.
Since "A Modest Proposal" is one of the greatest satirical essays of all time, we can assume that...

In this essay Swift uses verbal irony to get his point across. Verbal irony is a disparity between what is said or written and what is really meant - we use verbal irony all the time in our lives when we comment upon things, for example, "I can't wait to get back home so I can start on my homework", whereas, obviously that is anything but the truth.
To convey verbal irony when we speak we can rely on our tone of voice to alert our listeners to...

Towards the end of his essay, after he has made his "modest proposal" and done his best to support his claim by a variety of rhetorical techniques, he then presents his "real" ideas for ameliorating the conditions of famine in Ireland, but interestingly, and very ironically, he begins this section by stating:

Therefore let no man talk to me of other expedients...

He then lists his ideas, which are as follows: taking absentee landlords,...

This famous satirical essay begins:

It is a melancholy object to those, who walk through this great town, or travel in the country, when they see the streets, the roads, and cabin doors, crowded with beggars of the female sex, followed by three, four, or six children, all in rags, and importuning every passenger for an alms.

The setting of this essay is Ireland, and therefore the city referred to in the first sentence is Dublin, the capital...

The satire is intended to draw attention to the worst problem of the moment which is the exploitation of Ireland at the hands of England. The English stripped Ireland of all her resources, so much so that there was a famine in the country. While the English enjoyed the crops grown in Ireland, the Irish were starving and struggling to feed their children.

Swift's satire addresses the subject of overpopulation and the poverty that results from it. This becomes the worst problem of the moment: I think it is agreed by all parties that this prodigious number of children in the arms, or on the backs, or at the heels of their mothers, and frequently of their fathers, is in the present deplorable state of the kingdom a very great additional grievance.
His solution of cannibalism and infanticide is...

First and foremost, as satire, it deals with a variety of social issues. The underlying purpose behind the essay is to criticize the British government's attitudes and treatment toward the Irish in the late 18th century. He creates sympathy for the destitute conditions fo the Irish by adopting a tone which inspires disgust in his audience. As one reads, he/she identifies with the Irish, not the British landlords. He continually represents...
