Answers:

  1. Annie is frustrated with the dictionary because you "have to know how to spell (a word) before you can look up how to spell it".

Annie is writing a journal of sorts of her experiences in teaching Helen. She is looking for the correct spelling for the word discipline, which she has incorrectly notated as disipline. She is frustrated because she is having a hard time finding the word in the dictionary, not knowing how to spell it in the first place.

Annie has another reason to constantly strive to improve her own spelling skills other than to do well in her own writings. She takes very seriously her responsibilities as a teacher to her young student, and since she is teaching Helen to words using finger spellings, she resolves, "whatever I spell to Helen, I'd better spell right" (Act III).
