Although science fiction can be set in any time period, readers usually expect science fiction to be set in the distant future. Martian Time-Slip is a little different, just as Dick himself was a different sort of science fiction writer. Dick actually wanted to be a mainstream novelist, but he could not seem to find a way into that realm.
