Macduff relays to Malcolm who has been hiding in England that Scotland is in bad shape with Macbeth as king.  The tyrannt has been creating misery for their countrymen.

"New widows howl, new orphans cry, new sorrows Strike heaven on the face, that it resounds
As if it felt with Scotland" (Act IV, Sc. III)

Macduff wants to invade Scotland and seize the throne away from Macbeth and put Malcolm, the rightful heir on the throne.  Macduff has to convince Malcolm that he will be a better king than Macbeth.  Malcolm has doubts about his ability to be a good king.

"No, not to live. O nation miserable,
    With an untitled tyrant bloody-scepter'd,
When shalt thou see thy wholesome days again,
Since that the truest issue of thy throne
By his own interdiction stands accurs'd,
And does blaspheme his breed? Thy royal
    father
Was a most sainted king; the queen that bore
    thee," (Act IV, Sc. III)

Macduff gives Malcolm a little pep talk and also reminds him that he is the son of a much beloved king, Duncan who, as his father makes him not only the legitimate heir to wear the crown, but also makes him worthy.
