The (limited) reason he gives at the time is because being out at night might scare the littluns/give weight to their fear of beasts.
It seems more likely, though, that he does so to reinforce his own authority, and to try to impose further order on the community, which is already starting to fragment.

It probably also shows Ralph's belief in the beast. As elected leader, he's in no hurry to see his tribesmen die. Whether he believes there's a real beast out there or think he might understand the metaphorical beast, he'll do what he can to keep everyone together, and that includes no night wandering into the forest.
Ironically, Ralph makes this warning to Simon in order to help calm the litt'uns, but Simon's wandering from the woods at night is what will later kill him.
