Piggy, as the "brains of the operation," sees in Ralph the qualities that he (Piggy) knows to be crucial for effective leadership. Qualities that he (Piggy) does not possess. These qualities include communication skills, what we might today call "telegenic charm," and the abiltiy to summon others through the use of the conch. The conch is seen by others on the island as a symbol of authority. Ralph has the physical ability to blow into the conch, but it takes Piggy's know-how for the conch to be used.
In a way, Ralph is sort of thrust into a position of leadership. Piggy sees in Ralph the boys' best hope for survival. Perhaps Ralph's personality is latent. Whatever the case, it begins to assert itself through their collective needs. And it is these needs that Piggy helps Ralph to realize.
