    Piggy is Golden's voice of civilization; he realizes and rationalizes like an adult.  He knows without rules, they will all become animals.   Ralph befriends Piggy and listens to him.  When Ralph is urged by Piggy to blow the conch to bring the boys together, he does, and a meeting begins yet ultimately falls apart when he and Jack argue about the beast and about hunting.  Piggy urges Ralph to blow the conch again, but sinced Ralph has already felt the desolation of the spiraling meeting, he refuses; the "civilization" of the boys falls apart.
