What boy doesn't want the thrill of the hunt? He can be very persuasive and if he can't persuade, he threatens. Most of the boys are afraid of Jack, but they follow him because they don't want him to be against them. Jack offers the boys a chance to rebel from authority. By following Jack the boys don't have to do the real work in the camp of getting water, keeping the beach clean, or building shelters and tending the fire. Jack makes the rules for his hunters, they don't have to think, they only have to obey and if they don't obey.... they regret their decision because of his anger.
