William Golding based his novel on the basis that human beings are capable of great evil, if given the chance.  This premise is based on the biblical concept of original sin,  meaning that every human being is open to temptation and falling into evil.

Golding proves his point when Ralph is hunted by Roger and Jack.  At this point they are not hunting, they are not only trying to survive.  They are hunting down another human being for pure pleasure.  This does in fact prove that Ralph and Jack are not only capable of evil, but that they have become the feared "beast".  They are now embodying evil itself.
