    Although technically it is Piggy who first touches upon the idea that what the boys should fear is themselves, it is actually Simon who first recognizes what the true nature of the beast is with all its implications.  He perceives that the beast is indeed themselves, the evil nature that is inherent in man.  Simon foresees that "their own fear and lack of spiritual power...will cause the destruction and horror on the island" (quote from enotes link listed below).
