In chapter 3 of Lord of the Flies, what is the significance of the title "painted faces and long hair"?

Literally it describes what the boys are beginning to look like. Their hair has grown too long to nicely manage, and they have begun to paint their faces to aid in the pig hunts.
Figuratively, it represents another small step from being civilized English boys towards becoming primal savages.
