Jack hates Ralph because Ralph is chief and he is not. From the beginning, Jack thought that he should be chief because he was the head choir boy. When Ralph won the election, Jack had no choice but to accept it. However, Jack is still power hungry and keeps undermining Ralph whenever he has a chance. He allows the fire to go out but brings the boys the immediate gratification of meat. He tells the boys there is no beast and then says he'll hunt the beast down. Jack is unwilling to share authority with anyone, a fact that Ralph doesn't realize. By placating Jack and allowing him to lead the hunters, Ralph is making a mistake. He doesn't grasp Jack's hunger for authority and thus, Ralph appears weak at key times when real leadership is needed.
