Jack offers strong leadership to those who want immediate gratification. He provides food and shelter and protection. You can also infer that he provides order, albeit it is order that is maintained through fear. Piggy and Ralph offer a different kind of leadership that values long-term goals, delayed gratification and civility. The strength that Jack offers is shallow because it has no moral fiber. It is a barbarous kind of strength that, in the end, falls apart. This is the sort of strength that would seem most appealing to a group of young English boys who are afraid. The strength that Jack wields preys and thrives on those who are afraid, who are vulnerable.
