What determines Congressional elections?

    The Constitution of the United States sets each Congressional term. In the House of Representative, the term is set at two years. After that, each member of the House must be elected again or a another candidate takes his place. In the Senate, the term is six years. Their terms are staggered, though. Instead of having all Senators stand for election every six years, only one third of them stand for election on a rotating two year cycle. The number of Senators each state elects is two. The number of House members each state has is determined by each states' population and the number is currently capped at 435 members.
