The similarity is that both of them have to do with the Fourth Amendment prohibition against unwarranted search or seizure.  In both cases, the Court was being asked whether a particular search was legal.

The main difference is that in Mapp, the search was held to be illegal whereas in TLO, the Supreme Court said that the search was legal.

The reason why the two cases came out different has mostly to do with the fact that TLO happened in a school.  The Court held that students in a school have less protection against searches and seizures than adults do in their own homes.
