Dmitri was accustomed to having affairs.  But he never planned them out in detail, and he never went back to the same woman twice.  However, since his marriage was loveless, while on his vacation, he kept catching sight of Anna. For some reason, "the tempting thought of a swift, fleeting love affair, a romance with an unknown woman, whose name he did not know, suddenly took possession of him."  He wanted something new and fresh.  That was Anna.  The dog she walked and her beret made her stand out, and for some reason she caught his eye.

I think he finally found some sort of spark in a woman that he had never before felt.  They were known as the "lower race" to him.  This spark drew him to her, and the fact that she felt the same way, made their affair even more like romance than lust.  After a loveless marriage, an experience like meeting Anna would stay with him for years to come (and does.)
