There are several important issues addressed in these chapters of "The Kite Runner."  On issue is the arrival of Amir in Kubal.  He goes back to his homeland, but it is changed and ravaged by war.  Amir goes to the orphange to get his nephew.  At the orphanage, the man tells him that he can talk to the man who took his nephew if he goes to the "football stadium."  He goes and makes arangements to meet at the official's compound.

"At the official's compound, Amir discovers that the high-ranking Talib is none other than Assef, Hassan's attacker from decades before. Assef behaves erratically, and Amir observes the marks of a heroin addiction on his arms.  Assef calls Sohrab into the room to meet Amir, and tells Amir he remembers him from their childhood in Kabul. Assef forces Sohrab, who is costumed like a dancing girl, to perform for Amir and his guards."

This incident is relevant because Amir remembers that Assef is the one who raped Hassan so many years ago, and now, he is doing the same thing to Sohrab.  Amir didn't do anything years ago but now he can put that aside by helping Sohrab to escape this mad-man.

Another section which is important is,"Amir asks Sohrab if he would like to come to America to live with him and his wife. Sohrab agrees only when Amir promises never to place him in an orphanage."

This is important because Amir had not stood by Sohrab's father but he promises to stand by Sohrab.
