Lee recognizes the advantage of occupying Cemetery Hill and orders Early to take it. Lee wants to force the Union forces to attack rather than to dig in. Buford is able to occupy Cemetery Hill, however, before the Confederates can take it. Buford's men dig in and wait for the Southern forces to attack. Buford's men will have protection, but the Confederates will not.
