This quote comes from Act III, scene ii of William Shakespeare's Julius Caesar.  This is the beginning of Marc Antony's funeral speech.  Brutus has just delivered his short, logical funeral speech.  Antony speaks second, and begins his speech by appealing to the plebians (the roman citizens) as friends first, then Romans and countrymen.  It is obvious he is going to appeal to their emotional connections as friends.  Brutus began his speech with "Romans, countrymen and lovers," appealing to the commoners' sense of being a good Roman citizen and doing his duty for his country.
