One reason is that the play is about Julius Caesar, his assumption of power in Rome, and the consequences that come of his actions. He is the main character even though he dies early on in the play. It is because of him that Brutus is approached by the conspirators and why so many people in the play are mentally and emotionally torn as to the correct course of action.
It is the history of what happened to a true character, but also a play about moral ambiguity in a political setting and the personal tragedy that results.
Another reason it is named for a man who has such a relatively small part in the drama is that Caesar's inescapable memory inspires Antony and haunts Brutus. Even though Caesar is dead, his memory lives on and both sides of the conflict for the remainder of the play draw on Caesar and his memory to substantiate their passions and actions.
