This reference comes at the very end of Chapter Twenty, where Mr. Rochester is talking to Jane after she has been tending to Mr. Mason who has been bitten by the yet-undiscovered Bertha. After yet another moment of intimacy, Mr. Rochester seemingly pulls back then starts talking of his marriage to Blanche Ingram, describing her as:

"A strapper - a real strapper, Jane: big, brown, and buxom; with hair just such as the ladies of Carthage must have had."

This of course ties in with the description of Blanche that Jane has provided us with and also reflects Mr. Rochester's disparaging impression of Blanche, which Jane herself later discovers.
