Sooner or later, there will be a regime change in Iraq.1 Yet neither the US government, the international community nor the Iraqi opposition has agreed [on] a plan for the “day after”. None of the options that have been suggested so far is workable. One is a government in exile. Yet Iraqi exiles are too divided among themselves and do not command loyalty inside Iraq. Another option is an interim military regime. But this would have little public support and would be vulnerable to civilian insurrection and armed insurgency.
