In Anthem, why was Equality 7-2521 able to escape from The Palace of Corrective Detention and why was it suddenly necessary to escape?

Equality 7-2521, was sent to the Palace of Corrective Detention because he refused to tell the Council of the Home about the Tunnel when it was discovered that he had gone somewhere alone and that was against the guidelines set by them.

So when the oldest of them asked us: "Where have you been?" we thought of our glass box and of our light, and we forgot all else. And we answered:

"We will not tell you."

It was easy for him to escape from the Palace of Corrective Detention as the locks were old and worn out and there were also no guards to keep an eye on those who were brought there.

Then, tonight, we knew that we must escape. For tomorrow the World Council of Scholars is to meet in our City.

Escaping from detention was essential for Equality 7-2521 as he wanted to show the members of the World Council of Scholars the bulb that he had found in the Tunnel. He thought that they would appreciate what he had found and it would be put to use as a new source of light.
