Why did Shakespeare follow tragic scenes with scenes of comedy?

Comic relief is a common technique used when writing tragedies. Including episodes of comedy allows for the audience to take a break from the heavy plot lines. In addition, incorporating comic relief is thought to enhance the impact of the later tragic scenes.
