Who invented the Anaconda Plan?

The so-called Anaconda Plan (this was a derisive name given to it by people who opposed it) was devised by General Winfield Scott. Scott was a fairly old man at the beginning of the war. He was no longer young enough to fight, but he was the general in chief of the army. As such, he was responsible for helping to set strategy. His strategy was the "Anaconda Plan" that was meant to blockade the Confederacy by ocean and to control the rivers of the country. This would eventually defeat the CSA economically so that no massive invasion would be necessary.
