Mainstream America, who had just emerged from the tumultuous 1970s. Economic recession, high inflation, failure in Southeast Asia, Watergate, it was a long decade of depressing news, one year after the next. Reagan was appealing to the spirit of the average American, suggesting that better times were ahead, especially, of course, if they elected him.
Of course, the audience for any presidential campaign ad is voters. The whole point of campaign ads is to appeal to voters.
Beyond that, you could say that the audience for this ad was people who cared most about economic conditions. The whole ad was about how things were better off economically than they had been four years before. There was no mention of social issues of any sort.
Finally, you could argue that the audience for this ad was white Americans. It is striking that there was not a single non-white adult shown in the entire advertisement. This would imply that Reagan believed that his likely voters were almost exclusively white.
