My response is that the presidential elections are getting closer and so both parties are much more interested in posturing and trying to make the other side look bad than they are in actually making laws to help the country.

If you notice, neither side is willing to simply vote on keeping the payroll tax rates where they are or even lowering them.  Instead, they want to attach other ideas to the bills to try to force the other side to accept them or to make the other side look bad when they reject the bill.  The Republicans want to make the Democrats vote for the Keystone XL pipeline while the Democrats want to put a tax surcharge on millionaires.  Both proposals are meant mainly to benefit one party politically, not to help the country.
