I've included the links to the quicknotes guide from enotes that will provide you detailed information.  For a quick overview, however:

The point of view is 1st person.  The story is narrated by Billie Jo Kelby, who tells about her life in Oklahoma during the Great Depression.  Other characters include her father, Bayard; her mother, Pol (Polly); Billie's Aunt Ellis (Bayard's sister); Joyce City native and singer Mad Dog Craddock; Bayard's girlfriend Louise; schoolteacher Miss Freeland; and piano teacher Arley Wanderdale.
