As a military man, Eisenhower was deeply concerned with maintaining the chain of command.  Therefore, he believed that he needed to identify the correct people for various jobs, and trust them to do their job.  For example, he trusted his Secretary of State John Foster Dulles with the development of the administrations overall Cold War policy.  However, if the decisions of his men potentially led to adverse situations, he simply turned the other way and ignored the situation (for example... Hungarian students demonstrating against the Soviet Union).

However, this leadership style also, at times, allowed for criticism.  Eisenhower was not particulary concerned with Civil Rights, and simply did not dedicate much time for it.  The only exception to this was with the black students at Little Rock's Central High School.
