Students are almost completely responsible for fulfilling their own goals at college. There are people who are there to help them, but students must be proactive in achieving their goals.
Support staff (like advisers) and professors must help students who ask for help. They must use their expertise to help the students achieve their goals. However, in a college setting, students are supposed to be responsible adults. They are supposed to be the ones to seek out professors or others to help them. They are not supposed to sit back and wait for someone to give them help.
Thus, the major responsibility for fulfilling goals rests with the student.
