If 3.8 represents 100%, 38 represents ten times that amount, or 1000%.  A general method of solving these kinds of problems is to set up a ratio.  Three point eight is to a hundred as 38 is to x, and solve for the unknown:

1)  3.8/100 = 38/x

2)  3800 = 3.8x

3)  1000 = x

With percent questions the best way to do it is to use the formula %/100 = is/of.  I teach my students this and it works every time.

Your question "What percent of 3.8 is 38?" will fit right into the formula.  % is the unknown, so it goes in the formula as xOf is the number 3.8, and is will be 38.  Fill these into the formula, cross multiply and solve for x.

x/100 = 38/3.8 (cross multipy)

3.8x = 3800 (divide both sides by 3.8 to get x alone)

3.8x/3.8 = 3800/3.8

x = 1000%

This makes sence because 3.8 is much smaller than 38, so it makes sence that 38 is 1000% higher than 3.8.  Hope this helps.  :)

percentage= worked-out value/ used value * 100%

=38/3.8x100%

= 10 x 100%

= 1000%

Of signifies multiplication. The "what percent" can be written as x/100 This problem can be set up as 

`(x)/(100) xx 3.8 = 38`

Now we can solve for x: 

`x = (38)/(3.8) xx 100`

x = 1000

This means 1000% of 3.8 is 38. We know the percent had to be greater than 1 since 38 is greater than 3.8.

3.8 is 100% percent

3.8*10=38=100%*10

38= 1000%

38 is 10 times 3.8 so 100% * 10= %1000

38 is 1000% of 3.8 100%
