First of all, please note that there is not currently a country called "Palestine."  I assume that you are asking about women's rights among the Palestinians, who do not have a state but aspire to have one in what is now the West Bank and Gaza.

The proposed Palestinian basic law (constitution) does mandate that women should have equal rights.  It gives sex as one of the attributes that cannot be used as a basis for discrimination.

In practice, this is not followed to any great degree.  Of course, the great majority of Palestinians are Muslim and there are issues about the status of women within Muslim societies.  As a result, there tends to be a great deal of unequal treatment of women within Palestinian society.
