What makes Gurov the main character?

Gurov is the main character because the story follows him. It opens describing him at the seaside, and then introduces Anna as another character. When they both leave the seaside, the story follows Gurov in Moscow, and then Gurov's search for Anna. Because of this, Gurov is a more rounded character.
