What does Katniss mean when she says, "Um ... all I can say, is it was a first," when Cesar asks her the about Training Score?

Katniss is being interviewed by Cesar about her prowess with the bow and arrow. Cesar asks her to tell about the event: "Give us a hint what happened in there." Cesar looks questioningly." All Katniss will say is, "Um… all I can say is I think it was a first." She then looks at the Gamemakers and says, "I'm not supposed to talk about it, right?" One of the Gamemakers affirms that it is correct that Katniss, a contestant, is not permitted to talk about the competition. Thus the reason she says the above "Um..." quote is that she is evading (dodging, getting around, avoiding) a question that she is not permitted to answer.
