What are the differences between practical rule and moral rights rule?

Practical rule and moral rule, both are essential for ethical decision making. Under the moral rule, an ethical decision is one that best preserves and defends the fundamental or absolute rights and civil liberties of the people affected by it. While on the other side under the practical rule, an ethical decision is one that a manager has no doubt or refusal about communicating with people outside the company because the typical person in a society would think it is good enough.
