what are circuit breakers and double insulation?

A circuit breaker is an automatically operated electrical switch designed to protect an electrical circuit from damage caused by overload. It is a basic function which detects faulty condition and interrupts continuity of electric flow.
An appliance which is double insulated has the whole if the inside contained in plastic, underneath an outer casing. If anything goes wrong with the appliance, no live conductor can touch the outer casing because of the insulating plastic.
