Were the witches prophetic or did they set the whole play up?

By that I mean, they accurately predicted the future. They knew what would happen. However, by sharing their knowledge with normal humans, they also caused the specific form this future would take to play out.
Because the normal people (especially Macbeth) interpreted the prediction the way they did, and acted as they did, they fulfilled the prophecy in specific ways.
