The United Nations consists of two main bodies the General Assembly and the Security Council.  All member-nations belong to the General Assembly and agree to meet annually. Of the countries that you mention, Germany was not a member of the Security Council immediately after World War II.  In fact, Germany is still not a member of the Security Council.  The Security Council was made up of the countries that were the most important members of the Allies during World War II.  Germany was not a member of the Allies.  In fact, it was one of the most important of the Axis Powers. Since Germany was not a member of the Allies, it did not get a spot on the Security Council.
