it true  that a point on a wheel rotates from 12 o’clock to 3 o’clock, so its angular displacement is 90 degrees. In one rotation ,wheel rotates 360 degrees. So In twelve hours  a point which is rotating as  a same speed by clock is rotating.A clock rotates 360 degree in 12 hours. So in three hours ,it will rotate only (360/4)= 90 degree.A point from where started rotating , take it at 12 o clock, at 3 Oclock ,it will change its position by 90 degree. Displcaement is cosidered as change of position, so in three hours it changed its position by 90 degree.
